There are no any concept like short sleeve shirts in formals these shirts are CASUAL.Also these shirts are not even allowed in a corporate workplace but these are acceptable in some countries where it is too hot in summer.
Although While searching corporate uniforms online these shirts can be found in some categories and can be a part of uniforms in some professions but are not actually considered as formals.
